Performance

Performance against national standards

2009/10 saw some challenging targets for East Cheshire NHS Trust with performance measured at a number of levels. The trust has performed well on these targets.

Nurses hiding behind curtain

From 1 April 2009 the Department of Health introduced a new NHS performance framework to provide a dynamic assessment of the performance of NHS providers that are not yet NHS Foundation Trusts. We are assessed across four key domains of organisational function; finance, quality of service, operational standards and targets and quality and safety. Performance is assessed quarterly. The trust is categorised as ‘performing’ out of the following categories:

  • Performing
  • Performance under review
  • Underperforming

Our performance achievements

Our performance achievements include:

  • 96% (target 90%) of all planned admitted and 98% (target 95%) non admitted patients treated in 18 weeks.
  • 99% of Emergency Department patients treated or discharged in four hours (target no less than 98%). The trust continues to be one of the best performing acute trusts nationally with regard to the four hour Emergency Department standard.
  • 99% urgently referred suspected cancers seen within 14 days of referral (target 93%).
  • 97% urgently referred suspected cancers treated within 31 days of diagnosis (target 96%).
  • 9 cases of MRSA (target no more than 10).
  • 56 cases of Clostridium difficile (target <127).
  • Reduction of pregnant smokers at time of giving birth to 13.8% (target no more than 15%).
  • The trust has exceeded the national average and local targets for the two vital signs indicators for stroke based on the activity in the second quarter of 2009/10.
  • 92.1% achievement of CT scan within 24 hours of admission (target 80%).
  • 80.9% of patients having 90% of hospital stay in a dedicated stroke ward (target 80%).

Monthly performance tables are issued to monitor how the trust are performing against these areas.

National priority targets and existing commitments are very closely managed by the trust with frequent monitoring.

National priority targets

National priority indicators are used by the Care Quality Commission (CQC) to assess the performance of acute trusts against the national priorities.

Existing commitments

Eight indicators are used by the CQC to assess the performance of acute trusts against the existing commitments as described in the national operating framework:
